My thought is Jones-Harkness, because while Jack may have chosen his name, there might always be this thought in his head that it isn't *really* his name. But if he takes Ianto's, then it *is* his name.
I was going to say the same thing about Harkness. I thought of that earlier, and remembered our other couple and deciding the name order for them. We decided on the one who was born with the last name should be last, since the other one had his last name given to him.
Jack's older, but Ianto was born first if you go by linear time. Which means technically Ianto is older by about 3000+ years.

However, Ianto was born with Jones, while Jack took on the name Harkness. Not only does it sound nicer, it's alphabetical, and Jack doesn't come across sounding like he belongs on the Love Boat (Jack Jones did the theme song to that too), it would make sense that the name by birth should follow the taken name. Seems to be an unwritten law for orphans and time travelers who use others' names. ;-)
